With the growing threats and urgent call for climate action, Parties to the United Nations Framework Convention on Climate Change (UNFCCC) will convene in Bonn, Germany, from 16 to 26 June 2025 for the Bonn Climate Change Conference and sixty-second sessions of the UNFCCC Subsidiary Bodies (SB 62).

The UNFCCC has two permanent subsidiary bodies to the Convention. These are the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI). Both support the main decision-making meetings: the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA), and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP).

The SBSTA provides scientific and technological information and advice to the COP. It helps the COP make informed decisions on climate change issues by bridging scientific research and policy needs. The SBI serves as the key body that assists the governing bodies in reviewing and assessing the implementation of the Convention and related agreements.

The SB 62 session will host discussions and negotiations that will inform COP30 decisions and ultimately shape the present and future global climate agenda.

 

Joining other mountain regions, the Hindu Kush Himalaya (HKH) will ensure that mountains are taken into consideration in these vital pre-COP discussions.

The International Centre for Integrated Mountain Development (ICIMOD) will support its Regional Member Countries (RMCs) in advancing the following priorities at the SB 62:

Advocate the integration of mountain-related indicators and narratives, into the technical discussions around the Global Goal on Adaptation Framework, especially indicators related to water security, food security, ecosystems, infrastructure, and early warning systems in mountainous regions.


Promote a just, equitable and fit-for-purpose new collective quantified goal (NCQG), ensuring that climate finance flows to mountain regions reflect their extreme vulnerability, adaptation finance needs, and limited institutional capacity to access current climate finance instruments. The new collective quantified goal is a key element of the Paris Agreement, designed to set a new financial target to support developing countries in their climate actions post-2025. It seeks to fill persistent gaps in climate finance, building on the $100 billion target set in 2009 and aims to provide a more realistic and ambitious financial framework.


Contribute to loss and damage, and discussions on the fund for loss and damage.


Research and systematic observation: Closely follow the 17th meeting of the research dialogue, focusing on how best available science continues to advance research, increase the accessibility and applicability of its outputs and identify research needs and gaps.


Advance workstream in Enhanced Transparency Framework. As a pillar of the Paris Agreement, ETF ensures that countries transparently report on their progress in limiting and adapting to climate change, as well as support needs. Building trust and tracking effective implementation, the ETF enables countries to identify challenges and opportunities to address impacts of climate change by informing their national climate plans, such as the Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs).


 

As Observer to CBD COP, ICIMOD collaborates with its RMCs to keep mountain biodiversity challenges high on the agenda. Our participation strengthens global recognition of mountain biodiversity and its vulnerability to climate change while advocating for increased investment and actions at all governance levels.
