ICIMOD is committed to fair and transparent procurement, providing a formal channel for bidders to raise concerns about errors, unfair treatment, failure to follow published procurement rules.
Bid protest mechanism applies to procurements of goods exceeding USD 30,000. If a bidder who submitted a bid or proposal in the procurement concerned and is directly affected by the decision may submit a protest.
The detailed Bid Protest Mechanism will be provided with the solicitation documents for applicable procurements. Bidders should email the completed form, together with available supporting documents, to the designated email or postal address specified in the solicitation documents. They must submit their protest within 14 calendar days of becoming aware, or reasonably being expected to become aware, of the issue.
ICIMOD will review the protest and communicate its decision through email to the bidder, following the procedure and deadline specified in the mechanism.
ICIMOD will handle the protests with confidentiality and the bidders will not be disadvantaged for submitting a protest in good faith. A protest does not automatically suspend the procurement process.
