Expression of Interest (EoI): Implementation of the ‘Promoting anticipatory actions to address climate and environment risks for community transformation (PROAACT)’ project in Bangladesh, Nepal, and Pakistan.

The International Centre for Integrated Mountain Development (ICIMOD) invites Expressions of Interest (EoI) from established organisations or institutions to implement the ‘Promoting anticipatory actions to address climate and environment risks for community transformation (PROAACT)’ project in Bangladesh, Nepal, and Pakistan. The call is open to local Non-Governmental Organisations (NGOs)/ Community-Based Organisations (CBOs) with previous experience in natural resource management, climate change, and/or local adaptation plan and experience of working in the mentioned project area or similar areas of the Ganges or Indus River basin. The organisation should have a team of qualified thematic experts and have prior experience on climate change, locally led adaptation, Nature-based Solutions (NbS), community engagement, and/or preparation and implementation of Local Adaptation Plans. About the PROAACT Project
The UN Environment Programme (UNEP) and the European Union (EU) established a partnership on climate, environment, and stability in 2017 to strengthen the capacity of countries and international partners to identify environment and climate-related risks, and to plan effective risk reduction and response measures. UNEP has designated the International Centre for Integrated Mountain Development (ICIMOD) as the regional entity responsible for leading the implementation of activities in South Asia, through a project titled ‘Promoting Anticipatory Actions to Address Climate and Environment Risks for Community Transformation (PROAACT)’. The proposed initiative is hosted in ‘Action Area – Economies’ of the Strategic Group: Resilient Economies and Landscapes of ICIMOD.

The EU-UNEP Partnership has prioritised South Asia, recognising the region’s heightened vulnerability to climate and environmental risk, with a particular focus on the Water-Energy-Food-Environment (WEFE) nexus and its associated threats. The initiative aims to: 1) enhance the capacity and resilience of local communities to climate and environmental risks, as well as associated threats to social cohesion and stability; and 2) foster regional collaboration between communities. The initiative will support target communities to develop and implement locally led adaptation action, focusing on NbS for socio-ecological resilience, social cohesion and stability. The initiative will also support capacity development, as well as knowledge exchange and experience sharing through a regional network or community of practice. PROAACT will focus on the Ganges River Basin in Bangladesh , the high -altitude Ganges River Basin in Nepal and the high -altitude Indus River B asin in Pakistan, targeting communities most at risk.

Initiatives will implement the project in eight climate hotspot s through eight different local organisations with the grant of USD 164,000 each (Total USD 1.3 million for eight project areas ).

Structure of EoI and submission deadline
Interested institutions or organisations are required to submit their EoI, along with a cover letter on the institution’s letterhead (duly signed by the designated contact person) in the format specified below. Submissions must be made no later than 25 January 2026 (5:00 PM Nepal Standard Time , UTC+05:45 ) to the following email address: consultancy.int@icimod.org . Any email correspondence regarding this call should include the subject line: EoI for PROAACT Project _[Project area].

1. Understanding of the TOR and proposed project location (800–1000 words)
Present the understanding of the TOR and background of project locations (communities/union/rural municipality/municipality) within the mentioned project area , and why the targeted project location is selected . Scenario of socio -ecological instability and social disturbance due to climate change and environmental risks .

2. Methodology for the implementation of the project (1000–1200 words)
Clearly present the methodology of the project implementation . The basic requirements for the methodology development are outlined in the ToR . You are required to develop a detailed methodology and suggest ways of strengthening the participatory approach , and present it clearly in the EoI.

3. Why is the organisation well – qualified for this assignment? (800–1000 words)
Clearly demonstrate your suitability for this assignment. Please carefully read the objectives, methodology, scope of work, deliverables , and required qualifications and experience as outlined in the ToR. Please mention prior experience in climate change adaptation, NbS , or experience in implementing similar project(s) . Please separately attach, or provide a link to, the most relevant work your institution or organisation has completed in the last 3 years that particularly aligns with the objective s of this work, experience of working with international organisations and on climate change adaptation focusing on NbS .

4. Proposed timeline , and management and operational plan (500–800 words)
Clearly demonstrate the timeline of the detailed project implementation .

5. Team composition for the project implementation (800–1000 words)
Share a list of team members c learly demonstrat ing how the proposed team’s composition and expertise align with the requirements of this assignment. Please provide a link to the most relevant work of the key team members that aligns with the objectives of this work. Please ensure your answer reflects careful consideration of the team composition and balance criteria outlined in the
relevant section of the ToR. Separately attach or provide a link to CVs of all key team members (maximum two pages each) of the proposed team members.

6. Budget: Breakdown of all costs for the program implementation to be presented clearly . The budget for each grantee (project) is USD 164,000. The funds allocated under the contract will be used to achieve the project outcomes through completion of all the mentioned project activities and sub – activities or any activities identified during the project implementation phase to achieve the project outcomes. The contract amount also includes all human resources and operational costs required for the successful implementation of the project activities. The majority of the funds need to be spent at the community level for the project implementation, inc luding the local NbS for adaptation.
