Expression of Interest (EOI) for ICIMOD Quadrennial Review

The International Centre for Integrated Mountain Development (ICIMOD) is a leading regional intergovernmental knowledge and learning centre based in Kathmandu, Nepal. Established in 1983, ICIMOD is dedicated to sustainable mountain development and enhancing the resilience of mountain communities in the Hindu Kush Himalaya (HKH) region. The HKH region spans eight Regional Member Countries (RMCs) – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. Sometimes known as the ‘third pole’, the region is home to the world’s largest ice reserves outside of the polar regions, and serves as a vital water tower, sustaining nearly two billion people.

With the Sustainable Development Goals (SDGs) set to complete their first cycle in 2030, ICIMOD aligned its Strategy 2030: Moving Mountains with this global framework by adopting a four-year programme cycle starting with MTAP V (2023-2026) and its Results Framework. As ICIMOD approaches the completion of the implementation of MTAP V in 2026, commissioning an independent four yearly review – quadrennial review (QDR) of ICIMOD operations and management, and MTAP V progress is essential.

The overall objective of the Quadrennial Review (QDR) is to conduct a forward-looking, utilisation focused, learning oriented and methodologically rigorous strategic and institutional assessment of ICIMOD to determine the extent to which it is effectively achieving its intended results amidst rapidly evolving regional and global contexts. The review will generate actionable insights to strengthen ICIMOD’s strategic positioning, institutional relevance, organizational agility and operational effectiveness in shaping its next Medium Term Action Plan. The QDR should also reflect the increasing urgency in the challenges facing the HKH region, in particular related to climate change and biodiversity loss.

As mandated by ICIMOD   Evaluation   and    Impact    Assessment   Policy  (2024),  the QDR is commissioned by the Independent Evaluation Unit (IEU) of ICIMOD. ICIMOD is seeking Expressions of Interest (EoI) from established evaluation consulting firms or institutions for this QDR. Individual consultants are not qualified to apply.

Structure of Expression of Interests (EoIs)

Interested institutions or firms must structure their Expressions of Interest (EoIs) according to the specified format below and submit them by 31 July 2025 to the following email address: ieu@icimod.org.

Note: Please refrain from submitting lengthy proposals, as we are only seeking brief information and descriptions of relevant past work at this stage of the EoI process.

  1. Organizational capacity
  1. Proposed team expertise and experience (maximum 4 pages)

In line with the expertise requirements outlined in Section 9 of the ToR, applicants must submit CVs that clearly demonstrate the expertise and experience of proposed key experts in evaluating similar organizations. The submission should include:

  1. Examples of prior approaches and methodologies in conducting organizational evaluations (2 pages)
  1. Simple Budget proposal in a given format.

In an annex, provide financial and performance management documentation

EOIs will be evaluated based on the following criteria: organizational capacity (30%); experience and expertise (30%); approach and methodology (30%); and budget, financial and performance management documentation (10%).

The following declaration is required with the signature of the proposed team leader:

I declare that to the best of my knowledge all information provided in this EOI is correct. I understand that the information will be used to assess my organization’s suitability to proceed to the full proposal submission stage for the ICIMOD QDR and I am signing on behalf of my organization.

I understand that ICIMOD may reject this EOI in the case of failure to fully provide all required and relevant information; evidence of false or misleading information; or any other circumstance ICIMOD may deem disqualifying.
