The International Centre for Integrated Mountain Development (ICIMOD) invites expressions of interest (EoI) from established consulting firms or experienced individual consultants to undertake Mid-Term Evaluation of the project ‘Building Capabilities for Green, Climate-resilient, and Inclusive Development in the Lower Koshi Basin’ (HI-GRID). Funded by the Australian Government’s Department of Foreign Affairs and Trade (DFAT), HI-GRID is a four-year initiative (May 2023 – April 2027) being implemented across four selected watersheds in Nepal’s Lower Koshi Basin. The evaluation will provide an independent, impartial and objective assessment of project’s progress, challenges, and lessons learned, and offer practical recommendations to optimize implementation during the remaining project period.
The primary audience for this evaluation includes ICIMOD management, project staff, municipal governments, implementing partners, and DFAT, all of whom will use the findings to inform strategic planning, strengthen implementation, and enhance Gender Equality, Disability and Social Inclusion (GEDSI) focused and community-driven outcomes.
The consultancy will be conducted between 15 July and 15 December 2025 and will be based on primary data collection using mixed-methods, complemented by relevant secondary information, including project reports and other credible sources.
We are seeking a consulting firm or a team of at least two experienced consultants with a strong track record in evaluating Disaster Risk Reduction (DRR), watershed management, and climate change programmes, with a particular focus on GEDSI and livelihoods. Prior experience in South Asia or the Hindu Kush Himalaya (HKH) region is highly desirable.
The deadline for submitting initial short expressions of interest is 20 June 2025.
Based on the ToR attached , interested firms or consultant teams must submit a cover letter with brief responses to the questions outlined below, along with brief CV(s) and proposed daily rates to ieu@icimod.org by 23:00 UTC on Friday 20 June, 2025. An acknowledgement of receipt of EoI will be served within 2 working days of the receiving the EoI submissions.
