Bimala Rai Paudyal

Professor, Agriculture and Forestry University (AFU)

Bimala Rai Paudyal is a former member of the National Planning Commission of the Government of Nepal and adjunct professor of Development Studies at the Agriculture and Forestry University (AFU), Nepal. She is a policy expert, an academic, programme designer, and impact evaluator who specializes in the field of rural livelihoods, gender equality and social inclusion mainstreaming, natural resource governance, climate smart agriculture, and disaster risk reduction. 

Paudyal holds a PhD in Development Studies from the Institute of Social Studies, The Hague, Netherlands; an MA in Economics and Management of Rural Development and Post Graduate Diploma in Development Administration from Manchester University, UK; and a BSc in Agriculture Economics from Tribhuvan University, Nepal. She has worked with government, bilateral organizations, and academic institutions for more than 20 years. 

Paudyal is Secretary at the Personal Secretariat of the President responsible for Development Affairs, Member of Steering of the Office of the Millennium Challenge Nepal (OMCN), and President of Women Advancement Programme of the Government of Nepal. She is also Member of Civil Society Advisory Group (CSAG) for UN Women, Board of Directors of Alliance for Social Dialogue (ASD), and Board of Governance for Kathmandu Forestry Collage in Nepal. 

After the April 2015 earthquake in Nepal, Paudyal, as member of National Planning Commission, took lead responsibility of coordinating Post Disaster Need Assessment (PDNA) thematic teams of Gender Equality and Social Inclusion; Social Protection; and Forestry and Environment Conservation. She also contributed in the formulation of the Post Earthquake Early Recovery Strategy and Reconstruction Policy.
