ICIMOD invites proposals from experts and organizations to conduct a WEFE Nexus assessment in the Lower Mahakali Basin to identify sectoral and governance interdependencies, key challenges, and opportunities for sustainable water resource management. The study will produce evidence-based policy recommendations to support climate-resilient development.
ICIMOD’s Strategic Group focused on reducing environmental and climate risks and its action area on Cryosphere and Water works with partners throughout the Hindu Kush Himalaya to generate data, inform national policies and regional strategies, and to improve water management.
This consultancy aims to assess sectoral and governance interdependencies through a WEFE (Water-Energy-Food-Ecosystem) Nexus assessment in the lower Mahakali Basin (Bhimdatta Municipality) to identify key challenges and opportunities for sustainable water resource management. It will design a robust research framework in consultation with ICIMOD and local stakeholders; collect primary and secondary data through field surveys, FGDs, and KIIs; and analyze sectoral interdependencies and trade-offs using a WEFE Nexus approach to identify key stressors and opportunities. The study will also develop policy-relevant scenarios to evaluate the impacts of climate change, socio-economic trends, and governance interventions, and synthesize evidence-based recommendations to support climate-resilient development in the lower Mahakali River Basin.

Completed proposals must be submitted via email to consultancy.int@icimod.org by 5:00 pm (Nepal Standard Time) on 5 May 2025. Proposals should be submitted as two separate files: one for the technical proposal and one for the financial proposal.
ICIMOD reserves the right to accept or reject any or all proposals received without providing a reason.
