Gender Equality and Social Inclusion (GESI) Specialist - HI-CAS

Position Overview:

The GESI Specialist will be responsible for supporting the delivery of results in line with the commitments ICIMOD has made in the HI-CAS Project Performance Measurement Framework, that is nested within our Strategy 2030: Moving Mountains and our Medium-Term Action Plan V (2023–2026): Embracing Change and Accelerating Impact and related Results Framework 2023-26. ICIMOD places GESI at the centre of its work, guided by its GESI Policy 2024. This policy builds upon our long-standing commitment to gender issues within the changing context of the HKH, with more recent articulation of a proactive stance toward addressing social inclusion. 

The GESI Specialist will serve as the main point of contact for all gender- and social inclusion-related components of the HI-CAS project and ensure effective coordination and support across all project activities and partners, while also working closely with all members of the HI-CAS team.

The GESI Specialist will play a critical role in promoting intersectionality and ensuring that the voices and leadership of women and IPLCs—central to the project’s outcomes—are meaningfully included. This position also offers a unique opportunity to lead and advance the integration of feminist, intersectional approaches to GESI and Indigenous Peoples (IP) in climate adaptation and resilience efforts across Bangladesh, Bhutan, and Nepal, with a specific focus on springshed management, renewable energy technologies, and agrobiodiversity practices.

Rooted in Global Affairs Canada’s (GAC) Feminist International Assistance Policy, the role will generate knowledge and evidence on GESI dynamics and Indigenous knowledge systems to inform inclusive, rights-based policies, programmes, and investments. It will also support the implementation of ICIMOD’s commitments under the HI-CAS project by ensuring that women, Indigenous Peoples, and disadvantaged groups are not only meaningfully engaged but also empowered as agents of change and equitably benefit from project interventions.

Background

The Gender Equality and Social Inclusion (GESI) Specialist is being hired under the Integrated Climate Adaptation Solutions for the Hindu Kush Himalaya Region (HI-CAS) project at ICIMOD, funded by Global Affairs Canada (GAC) – Department of Foreign Affairs, Trade and Development (DFATD). The project aims to improve climate-resilient, nature-positive livelihoods while strengthening the leadership and agency of rural women and Indigenous Peoples and Local Communities (IPLCs) in Bangladesh, Bhutan, and Nepal.

The project will be implemented through the adoption of gender-responsive and locally tailored climate adaptation solutions—grounded in feminist and human rights-based methodologies—that place the rights, agency, and leadership of IPLCs at the centre. These evidence-informed Integrated Adaptation Solution Packages (IASPs) will combine springshed management, renewable energy technologies for power irrigation systems, and agrobiodiversity practices. They will be complemented by capacity building and knowledge sharing to drive institutional policy and action, and to attract sustainable investments in climate action and development—particularly in the water, energy, and agrobiodiversity sectors—with a strong focus on women’s and IPLCs’ leadership.

The HI-CAS project will be implemented in two gewogs (blocks) in Bhutan—Paro and Punakha; two upazilas (sub-districts) in the Chittagong Hill Tracts of Bangladesh—Bandarban and Khagrachari districts; and two municipalities in Nepal—Roshi and Dhankuta. Over its four-year duration, the project aims to benefit approximately 40,000 IPLCs and other vulnerable groups by reducing their exposure and sensitivity to climate change impacts, while fostering ecosystem health and climate mitigation outcomes.

Position Overview:

The Energy Specialist will serve as the primary point of contact for all renewable energy-related activities under the project, ensuring effective implementation, coordination, and project-wide support. The ideal candidate should have experience in gender equality and social inclusion (GESI)-responsive renewable energy (RE) solutions, knowledge of feminist methodologies, strategic engagement with government agencies, designing and implementing on-ground interventions, monitoring field activities, coordinating with partners and IPLCs, and producing high-quality progress reports and knowledge products. A key responsibility will be supporting the HI-CAS project’s integrated adaptation solutions, which include GESI responsive springshed management and agrobiodiversity practices, but with a specific focus on the renewable energy technology solutions. This will entail providing technical and analytical inputs for renewable energy-powered water pumping (irrigation/drinking/domestic use) and will involve policy engagement with government and stakeholders, developing evidence-based scalability roadmaps to identify adoption barriers, and implementing on-the-ground solutions to address challenges. All efforts will be guided by a strong GESI commitment, rooted in a feminist approach that challenges power imbalances, promotes women’s leadership, and centres the rights, voices, and knowledge of Indigenous Peoples and Local Communities (IPLCs). It will require very close teamwork and strong collaboration skills.

Senior Regional Information Services Manager (RIS) [Readvertisement]

Position Overview:

The Regional Information Service (RIS) is a new intervention under ICIMOD’s Action Area: Regional, and part of the organisation’s broader work on Regional Action and Global Advocacy. The overall objective of the RIS is to harness the power of data and rapidly evolving digital tools and technologies to improve decision-making in a way that sustains and protects lives and livelihoods across the rapidly changing Hindu Kush Himalaya region.

The Senior Intervention Manager of the Regional Information Service (RIS) will act as a thought leader in digital information services and technologies, contributing to the team and collaborating closely across ICIMOD and with its partners. This position supervises and manages the RIS team, ensuring successful delivery aligned with organisational standards, and coordinates with other teams across the organisation. The Senior Intervention Manager is accountable for the overall quality and timely execution of RIS, ensuring all components are well integrated, aligned, and mutually reinforcing. The role also includes risk management, clear communication, and coordination across ICIMOD to ensure all personnel involved understand their roles and contribute effectively as a team. 

Background

The incumbent will lead the development and delivery of ICIMOD’s Regional Information Service (RIS) in alignment with Strategy 2030 and MTAP V (2023–2026), managing a multidisciplinary team to implement components on regional data, analytics, and innovation. This includes redesigning and integrating the Regional Database System, enhancing data access and usability, developing web and mobile applications using advanced technologies, and fostering strategic partnerships to strengthen data capabilities. The role entails cross-organisational collaboration, resource mobilisation, risk management, and integration of cross-cutting themes such as GESI, biodiversity, and climate change. It also involves high-quality people management, capacity building, and implementing communication strategies to ensure information is widely disseminated, user-driven, and effectively positioned in regional and global fora.

The Springshed Management Specialist will play a key role in supporting the implementation of the water-related elements of the integrated package of solutions. This includes providing conceptual, technical, and analytical inputs for springshed management, as relevant to renewable energy-based irrigation systems and climate-resilient agriculture. All work will be guided by a strong commitment to GESI with a focus on IPLCs.

It will feature keynote addresses by prominent speakers, panel discussions, research presentations, and policy dialogues centred around the conference themes: Development, Environment, and Mountains. The intern will support in administrative and logistic aspects of SANDEE, with major contribution to the SANDEE@25 event.
