Food security is an acute problem in the HKH region due to the fragile environment, limited availability of suitable land for large-scale grain production, difficult access and poor infrastructure. Different socioeconomic groups may face differential impacts on food security through climate and other biophysical and socioeconomic changes.
Mountain people with small landholdings are highly vulnerable to climate change and extreme weather events. It is, therefore, important to understand the root causes of food insecurity, their socioeconomic dimensions, as well as direct and indirect impacts of climate change on household and community food security and food production with a view to develop appropriate policies and strategies to enhance resilience of mountain communities in improving food security in the HKH region.
Food security of vulnerable groups is analysed at community level. Scenarios of future food security are developed at regional and selected sub basin levels and their relation to downstream situations analysed in order to develop policy and institutional response.
Assessing food security and the vulnerability to food deficiency of vulnerable groups in society and their evolution over time; identifying household food security problems (availability, access, utilization, and stability ) and their macro-level drivers (infrastructure development, government policies, international markets, donor supported food programmes) and their possible evolution under climate change impacts and societal change; assessing relevant food security strategies in the region and outside and formulating policy recommendations. The analysis will be done in coordination with other five components, especially components five and six (Vulnerability and adapatation and Women in adaptation), as well as close collaboration with international, regional, and national partners. Multi-level analysis will be done (linking micro-level analysis with biophysical factors at the meso-level, then linking analysis with the macro-level).
Analyse food security, livelihoods, and vulnerability at the household, community, and regional level from four dimensions (availability, access, utilization, and stability) of food security and implications of climate change stress on food production (irrigated and rainfed areas) and food security in selected communities at the household level; identify the biophysical and socioeconomic drivers/factors; document local coping and adaptation strategies; explore innovative options and opportunities of enhancing community resilience in food security (e.g. diversification of income and livelihood opportunities by growing non-cereal food crops, cash crops, and participation in carbon markets, watershed management, and other environmental services); project the effects of climate scenarios on food security; critical analysis of national and regional policies, programmes and strategies and donor programmes targeting food security; analyse policy and institutional options and innovations to reduce climate risks and uncertainties in food production in general and food security in particular. Prioritization of different aspects will be done as appropriate in the process.
Report on food production scenarios and food insecurity and vulnerabilities of mountain communities and households available for selected communities; report on climate impacts on food production in irrigated and rainfed areas; vulnerability maps and future food security scenarios; political economy document on reducing climate risk and uncertainties in food production and food security; policy recommendations made available through seminars, workshops, policy briefs, technical reports, and peer-reviewed journal articles.
