Knowledge Forum Lecture by Professor Walter Kaelin on Climate Change, Disasters and Displacement: The Nansen Initiative

Professor Walter Kaelin, Envoy of the Chairmanship of the Nansen Initiative, will talk about Nansen Initiative and the lessons learned so far from the consultative process. He will also invite for a discussion on how best to approach the issue of human mobility in the context of disasters and climate change in South Asia.


ICIMOD is proud to announce a Knowledge Forum Lecture by Professor Walter Kaelin, who acts as the Envoy of the Chairmanship of the Nansen Initiative, representing it throughout the process and providing strategic guidance and input. He is a professor of constitutional and international law at the Faculty of Law of the University of Bern. He served as a member of the UN Human Rights Committee until the end of 2014. From 2004 until 2010, he was the Representative of the United Nations Secretary-General on Internally Displaced Persons, and in the 1990s, he was the Special Rapporteur of the former United Nations Human Rights Commission on the situation of human rights in Iraqi occupied Kuwait.

At ICIMOD, Prof Kaelin will present the background to the Nansen Initiative, talk about lessons learned so far from the consultative process and outline plans ahead in preparation for the intergovernmental global consultation in Geneva in October 2015. In view of upcoming regional consultations in South Asia, he will also invite for a discussion on how best to approach the issue of human mobility in the context of disasters and climate change in South Asia.

About the Nansen Initiative
The Nansen Initiative is a state-led, bottom-up consultative process intended to build consensus on the development of a protection agenda addressing the needs of people displaced across international borders in the context of drought, flooding and other natural hazards, including those linked to the effects of climate change. The Steering Group of the Nansen Initiative is composed of the following states: Australia, Bangladesh, Costa Rica, Germany, Kenya, Mexico, the Philippines, and co-chaired by Norway and Switzerland. A Consultative Committee consisting of international organizations, researchers, think tanks, and NGOs provides expert input to the Initiative. The Nansen Initiative is represented by Professor Walter Kaelin, the former Representative of the United Nations Secretary-General on the Human Rights of Internally Displaced Persons, who acts as the Envoy of the Chairmanship.
 
To build consensus on a potential protection agenda and feed the Nansen Initiative process with practical experiences, inter-governmental Regional Consultations and Civil Society Meetings will take place in the Pacific, Central America, the Horn of Africa, South-East Asia, and South Asia over the course of 2013 and 2015. The South Asian Regional Governmental Consultation will take place in Dhaka from 5-7 April 2015, and the Civil Society Consultation in Kathmandu, Nepal from 2-3 February 2015. 

ICIMOD’s occasional Knowledge Forum Lecture series is intended to foster scientific discussion on issues of mountain concern and to share global, regional, and member country knowledge and perspectives with stakeholders and interested persons.
