Philippus Wester

Philippus Wester is Chief Scientist of Water Resources Management at ICIMOD. He holds a Ph.D in Environmental Sciences and Water Resources Management from Wageningen University, and has 20 years of professional experience in developing, managing and implementing research, capacity building, and education programmes in water resources management.

After working with the Dutch Ministry of Foreign Affairs as Bilateral Associate Expert Water Management, he served as Assistant Professor of Water Governance and Institutional Change at Wageningen University, Netherlands.

He has worked on interdisciplinary water management in many countries including Pakistan and Bangladesh, and has published some 50 articles and book chapters on river basin management, water governance and institutional change, participatory groundwater management, and irrigation management transfer. 

He is a founding member of the editorial board of Water Alternatives and Deputy Editor-in-Chief of Water International, and regularly peer reviews articles for journals such as Water International, Agricultural Water Management, Water Alternatives, ASCE Journal of Water Resources Planning and Management, and Environmental Management.
