Background

The Resilient Mountain Solutions (RMS) Initiative – under the International Centre for Integrated Mountain Development’s (ICIMOD) Adaptation and Resilience Building Regional Programme – builds on the research around and implementation of solutions that have proven to be effective and applicable in the diverse mountain context of the Hindu Kush Himalaya. Many of these interventions have been developed and tested by ICIMOD and its partners.

RMS specifically aims to generate and promote the use of new knowledge on resilience building, promote gender and socially inclusive “resilience solutions packages” and build the capacities of national and local government bodies and regional institutions to plan and implement programmes that enhance resilience to climate and other changes. Accordingly, for implementation purposes, RMS has been divided into five operational components: knowledge generation and application; building resilience through innovative solutions packages; gender, social inclusion, and governance; communication; and regional scaling. The Initiative is currently active in three countries through direct engagement – Bhutan, Myanmar, and Nepal –and in other countries (Bangladesh, India, and Pakistan) through work pertaining to fund leveraging, capacity building, and knowledge sharing.

In 2019, RMS mainly focused on piloting and implementing, at the ground level, interventions for building resilience through innovative solutions packages while also integrating the cross-cutting components of gender, social inclusion, and governance; communication; and regional scaling. These interventions were mostly implemented through partnerships with government and non-government organizations. RMS also helped build the capacity of government and non-government institutions at the national and regional levels through knowledge generation, entrepreneurship promotion, organic-agriculture promotion, and gender integration.

In 2020, RMS intends to focus on up- and out-scaling solutions and on developing knowledge products, with a specific focus on resilience markers and influencing policy and practice at various levels through the use of a markers-based monitoring and evaluation framework. Therefore, in order to reflect on and learn from the work done in 2019 and to use that learning to inform our activities in 2020, we are convening this partners’ workshop.

Objectives

The overall objective of the workshop is to review and reflect on our progress and the achievements and challenges faced by ICIMOD and its partners in 2019. The workshop will also involve planning for RMS activities in 2020. Specifically, the workshop aims to achieve the following:

  • Share partners’ key achievements in 2019
  • Develop an RMS scaling, monitoring, and communication approach
  • Design an action plan for 2020 that integrates gender and social inclusion
  • Validate the RMS Resilience Markers approach, including monitoring, evaluation, and learning
