BACKGROUND

This Request for Proposal (RFP) invites Proposal for the development of new EIA guidelines for hydropower, carried out under the auspices of the International Centre for Integrated Mountain Development (ICIMOD) in collaboration in International Finance Corporation (IFC).

The Government of Nepal is currently in the process of reforming the regulatory regime to create an attractive, intelligible and comprehensive framework, which will allow investors to pursue investment opportunities more effectively. Within a clear environmental regulatory framework, Environmental Impact Assessment (EIA) are conducted quickly and efficiently, and align with international performance standards, expediting the government approval process. In this context, ICIMOD and IFC are collaborating with the Ministry of Science, Technology and Environment (MoSTE) to assist in revising the Environmental Assessment guidelines and procedures for hydropower. 

Environmental Impact Assessments (EIAs) allow inventors to mitigate Environment and Social (E&S) risks and impacts, and manage E&S performance through the life of a project. The objective of this is to guard against unforeseen risks and impacts that could interrupt project execution, legal claims etc. Good EIAs also improve financial and operational performance by optimizing the management inputs such as water and energy, and minimize emissions, effluents and waste leading to a more efficient and cost-effective operation. These standards also help clients in finding ways to maximize local development benefits and encourage the practice of good corporate citizenship, and greater acceptance of the project by local communities and governments, allowing companies to acquire a social license to operate, and enhance their brand value and reputation. Finally, adhering to these performance standards, provide an international stamp of approval and facilitate project financing.

It is therefore important that the environmental legislative and regulatory framework is unraveled and reformed, to foster a positive investment environment with private sector stakeholders meeting international performance standards.

This RFP is seeking applicants to submit a details proposal as per the attached ToR.
